The Ministry Of Education And Sports Informs All Headteachers / Principles/ Directors Of Education Schools /Institutions (Both Government And Private) , Local Government Accounting Officers, District/ Municipal Education Officers, District/ Municipal Inspectors Of Schools, Key Stakeholders For The Education & Sports Sector And The General Public That The 2017 Comprehensive Education And Sports Sector (Cess) Data Collection Exercise Will Be Undertaken Between 28th March 2017 – 21st April 2017.
The 2017 Comprehensive Education And Sports Sector Data Collection Exercise Is Envisioned As A National Exercise That Will Cover All Local Governments And Authorities (116 Districts And 66 Municipalities) And Will Cover All Schools/Institutions (I.E. Pre-Primary, Primary, Secondary, Post Primary, Btvet And Tertiary) Both Government And Private.
The Purpose Of The 2017 Cess Data Collection Exercise Is To Enhance The Credibility Of Data Used For Planning And Budgeting In The Education And Sports Sector. Specifically The Exercise Is Intended To:
- Collect Basic Enrollment And Attendance Data From Upe Schools;
- Collect Enrollment As Well As Other Strategic Planning Data For The Education And Sports Sector (I.E. Learner Characteristics, Instructional Materials, Teacher Details, Infrastructure, Sports, Etc.) From All Educational Schools And Institutions (I.E. Through The Annual School Census);
- Ascertain And Confirm The Actual Beneficiaries Targeted By The Complimentary Programmes Of Use/Uppet/Upolet ( I.E. Through The Conduct Of A National Headcount Of Beneficiaries At All Participating Schools And Institutions);
- Enable Moes Strengthen The Research And Knowledge Base Of Stakeholders By Facilitating The Presentation Of The Work And Results Of The 2017 Ces Data Collection Exercise.
It Will Be Spearheaded By The Minsitry Of Education And Sports And Will Be Implemented In Close Collaboration With All Local Governments And Authorities Throughout The Country.
The 2017 Cess Data Collection Exercise Will Be Carried Out In 3 Phases (I.E. Phase 1, Collection Of Basic Enrolment And Attendance Data, Phase 2- Annual School Census Data Collection And Phase 3- Headcount Of Use/Uppet/Upolet Beneficiaries) As Detailed Below;
Phase 1: Collection Of Basic Enrolment And Attendance Data From All Government Aided Primary Schools (I.E. Upe Schools)
- 13th – 24th March 2017 The Ministry Delivers The Basic Enrolment And Attendance Data Collection Tools To Deos/Meos Offices Countrywide.
- 14th – 25th March 2017 The Senior Assistant Secretaries (Sass) / Division Education Officers –Kcca Pick The Basic Enrolment And Attendance Data Collection Tools From Their Respective Deo/Meo/ Director Education And Social Services – Kcca Offices.
- 28th – 29th March 2017 The Senior Assistant Secretaries (Sass) / Division Education Officers –Kcca Collect Basic Enrolment And Attendance Data From All Government Primary Schools (I.E. Upe Schools) Within Their Areas Of Jurisdiction.
- 3rd April – 13th April 2017, The Senior Assistant Secretaries (Sass / Division Education Officers Return The Dully Filled And Endorsed Data Collection Tools As They Report For The Training Workshops.
Phase 2- Annual School Census (Asc) Data Collection
- District/Municipality Level Training Workshops Commence On The 3rd April – 13th April 2017 With Moes Staff Conducting Training Workshops For Enumerators And Local Government Officials Participating In The Exercise At District/Municipal Headquarters.
- 3rd April – 13th April 2017 Moes Staff Distribute The Data Collection Instruments To Enumerators At The End Of Each Training Workshop.
- 4th April – 21st April 2017 Enumerators Administer And Retrieve The Annual School Census (Asc) Forms From Schools And Institutions In Their Areas Of Jurisdiction. The Asc Forms Will Be Filled In Triplicate. One Copy Remains At School, One Copy Remains At The District/ Municipal/ Division Education Office And One Copy Is Submitted To The Ministry Of Education And Sports Headquarters. All The Filled Census Questionnaires Must Be Endorsed By The Head Teachers, Senior Assistant Secretaries/ Division Education Officers – Kcca And The District/Municipal Education Officers/ Director Education And Social Services – Kcca.
Phase 3- Headcount Of Use/Uppet/Upolet Beneficiaries
- A Headcount Week Will Be Declared During Which A One Day National Headcount Exercise Will Be Conducted To Confirm Beneficiaries In All Use/Uppet/Upolet Participating Institutions From 8:00am To 5:00pm.
- The Enumerators Will Be Expected To Submit All Dully Completed Headcount Forms To Their Respective Deos/Meos As Soon As The Headcount Day Concludes For Immediate Retrieval By The Moes Monitoring Teams.
Facilitation For District/Municipal Officials I.E. Chief Administrative Officers, Town Clerks, Resident District Commissioners, District Education Officers, District Inspectors Of Schools, Municipal Education Officers And Municipal Inspectors Of Schools Involved Participating In The 2017 Comprehensive Education & Sports Sector Data Collection Exercise Has Been Sent Through The Respective District/Municipal/ Authority General Collection Accounts.
